Launch of the public enquiry into the pilot plants

Following the public debate, which was concluded in December, the EMILI project is entering a new phase with the launch of the public enquiry into the applications for environmental authorisation and planning permission for the pilot plants.

A public enquiry is a public participation procedure designed to :

  • present the characteristics of the project and its effects ;
  • gather contributions from the public with a view to a decision by the authorities.

This public enquiry concerns applications for authorisation to build and operate pilot facilities: a mine reconnaissance gallery and pilot concentration plant at Echassières and a pilot conversion plant at Saint-Victor.
The public enquiry, organised by the Allier Prefecture and conducted by independent enquiry commissioners appointed by the Clermont-Ferrand Administrative Court, will run from 27 February at 9:00 am to 31 March 2025 at 12:00 pm. The municipalities concerned by the survey in the Allier and Puy de Dôme departments are : Échassières, Nades, Lalizolle, Coutansouze, Louroux-de-Bouble, Montluçon and Saint-Victor, Durmignat, Moureuille and Servant.
